Across industries, companies and organizations have become digital. And consumers (also citizens) \u2013 used to seamless interactions and conveniences from big techs such as Apple, Google and Amazon \u2013 have come to expect the same from their governments. At the same time, <a href=\"https:\/\/www.sap.com\/sea\/products\/supply-chain-management\/industry-4-0.html?url_id=text-apj-sea-news\" target=\"_blank\" rel=\"noopener noreferrer\">Industry 4.0<\/a>, also known as the fourth industrial revolution, is well underway. To sustain a nation\u2019s economic competitiveness, and drive continual positive social outcomes, the pace for technology innovation must keep up.<\/p>\n<blockquote>\n<p style=\"text-align: left\"><em>\u201cThink of an economy as a human body, and the digital core as the heart. In this regard, data is the lifeblood.\u201d<\/em><\/p>\n<\/blockquote>\n<h2><strong>Data: Lifeblood of Digital Government<\/strong><\/h2>\n<p>But this is not about digitizing more processes or offering more government services online. Neither is it about innovating in an ad-hoc manner. To reap the full potential of a digital economy, governments need to be digital from the core \u2013 with the right foundational technology infrastructure. And become capable of using data as a strategic asset.<\/p>\n<p>To illustrate this, let me draw an analogy: Think of an economy as a human body, and the digital core as the heart. In this regard, data is the lifeblood. To ensure vitality and amplify the body\u2019s ability to fuel growth, one requires a healthy blood flow.<\/p>\n<p>To attain desired economic and societal outcomes \u2013 whether in education, health, employment, transportation, security, sustainability or justice \u2013 governments, and in turn, their economies, must become data driven. This is critical. And its importance is emphasized by the extent of the resources channeled into this outcome. For example, OECD has a guide on\u00a0<a href=\"http:\/\/www.oecd.org\/gov\/the-path-to-becoming-a-data-driven-public-sector-059814a7-en.htm\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">The Path to Becoming a Data-Driven Public Sector<\/a>.<\/p>\n<h2><strong>Data-Driven Government: What It Means<\/strong><\/h2>\n<p>What does that mean pragmatically? How can we achieve data-driven governments, and in turn, data-driven economies?<\/p>\n<p>Governments need to rethink how they work and engage with citizens and businesses, so they become more data-driven \u2013 from policy and planning to operations, and across service delivery to citizen engagement. This begins with questions such as \u201cHow can we drive our constituents to interact with us digitally so that we have data to fuel transformation in a sector, and across the economy?\u201d<\/p>\n<p>This step is key. As citizens and business engage with public sectors digitally, governments can collect valuable data for policies to be adjusted based on data, rather than by trial and error. Combined with intelligent technologies such as artificial intelligence (AI) and machine learning, operational responses can become predictive and proactive, instead of reactive. While services become anticipatory and personalized, instead of one-size-fits-all.<\/p>\n<h2><strong>Examples: Becoming Data-Driven<\/strong><\/h2>\n<p>Some examples of data-driven public services include:<\/p>\n<ul>\n<li><strong>OSR\u2019s Machine-Learning-Enabled Tax System Reduces Debt<\/strong>: The\u00a0<a href=\"https:\/\/www.sap.com\/sea\/documents\/2018\/11\/96cfde34-2c7d-0010-87a3-c30de2ffd8ff.html?url_id=text-apj-sea-news\" target=\"_blank\" rel=\"noopener noreferrer\">Office of State Revenue (OSR) in Queensland, Australia, uses machine learning to make better predictions about tax payments<\/a>\u00a0so less people can incur debt. Its data-driven capabilities allow OSR to generate 360-degree views of taxpayer needs and behaviors. OSR has been able to predict taxpayers at risk of default with 71% accuracy and this accuracy is growing with more data points.<\/li>\n<li><strong>French town Antibes\u2019 IoT-Based System Enables Water Security and Reduces Water Cost: <\/strong><a href=\"https:\/\/news.sap.com\/sap-tv\/antibes-smarter-and-safer-city\/\" target=\"_blank\" rel=\"noopener noreferrer\">Antibes uses the Internet of Things (IoT)<\/a>\u00a0to controls its water management system. By helping the city anticipate breakdowns, optimize maintenance schedules, and plan future infrastructure investments, it ensures water security. The effort has also drastically reduced the cost of water for its citizens. Today, the\u00a0<a href=\"https:\/\/news.sap.com\/2017\/11\/how-iot-is-turning-this-french-resort-town-into-a-smart-city\/\" target=\"_blank\" rel=\"noopener noreferrer\">citizens of Antibes pay less than half the national average<\/a>\u00a0per cubic meter.<\/li>\n<li><strong>Thailand\u2019s NDID Supports Digital Transactions and a Thriving Digital Economy<\/strong>: Data-driven efforts are evident in Thailand too. The nation has moved forward with the\u00a0<a href=\"https:\/\/www.etda.or.th\/content\/we-are-ready-for-thailand-digital-id.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">National Digital ID (NDID) program<\/a>. The scheme will see its citizens receiving a digital ID to support self-identification in digital transactions. This is part of the Thai government\u2019s efforts to put important digital infrastructure in place so that citizens and businesses can thrive in the digital economy. Empowered by blockchain technology, the Digital Identity Platform is flexible and highly secured.\u00a0<a href=\"https:\/\/www.dga.or.th\/upload\/download\/file_310433b825a546dcfd59203b423ca175.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">NDID also leverages AI<\/a>\u00a0which\u00a0<a href=\"https:\/\/ai.iapp.co.th\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">reads and transfers the data from National IDs into automated messages<\/a>.<\/li>\n<\/ul>\n<h2><strong>Important Reasons to Make Data-Driven Government Real<\/strong><\/h2>\n<p>The Thai government has important motivations to become a data-driven government and to make Thailand a data-driven economy.<\/p>\n<p><strong>Enabling the EEC Aspiration<\/strong>: The <a href=\"https:\/\/thaiembdc.org\/thailand-4-0-2\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Eastern Economic Corridor\u00a0(EEC)<\/a>\u00a0initiative, conceived as part of Thailand 4.0, is one such reason. Covering Rayong, Chonburi, and Chachoengsao provinces, with a total area of 13,000 square kilometers, the\u00a0<a href=\"https:\/\/www.boi.go.th\/upload\/content\/BOI-brochure_2017-opportunity_thailand-EN-20170210_30843.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">EEC<\/a>\u00a0will offer modern and efficient infrastructure such as deep seaports, airports, rail systems, highways, and industrial estates, as well as a skilled labor pool, plus a leading location for tourism. This large-scale program cutting across government ministries, businesses and nonprofit organizations require data as its lifeblood to succeed.<\/p>\n<p><strong>Supporting Tourism Goals<\/strong>: Ambitious tourism goals are another. For the fiscal year of 2018, the <a href=\"https:\/\/www.oecd.org\/dev\/asia-pacific\/saeo-2019-Thailand.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Thai government allocated THB 8.5 billion (USD 265 million) to develop tourism<\/a>\u00a0in all dimensions \u2013 including an emphasis on respect for the environment and geographical balance. It is hence investing in efforts to spread tourists out across a greater range of sites so that there is no overcrowding or environmental stress in popular areas. To that end, the Thai government has launched a\u00a0<a href=\"https:\/\/www.bangkokpost.com\/business\/1793484\/new-app-launched-to-promote-tourism\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">new tourism app, TAGTHAI<\/a>. It\u2019s even\u00a0<a href=\"https:\/\/www.nationthailand.com\/breakingnews\/30368109\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">funding domestic tourists to less known tourism sites<\/a>\u00a0via an e-payment system. For the overall effort to flourish, data is too needed for informed decision-making.<\/p>\n<p><strong>Turning an Aging Workforce into a Boon<\/strong>: Thailand, like many of its SEA neighbors, faces <a href=\"https:\/\/theaseanpost.com\/article\/can-technology-help-aging-thailand\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">an aging workforce<\/a>. This makes the digitization critical in the face of its EEC and tourism goals, as well as the overarching Thailand 4.0 ambitions. AI, machine learning and robotic process automation (RPA) can be used to direct a contracting workforce to areas which provides greater value-add to the economy. Furthermore, by adopting the right technologies and innovations, an\u00a0<a href=\"https:\/\/www.adb.org\/publications\/asian-economic-integration-report-2019-2020\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Asian Development Bank (ADB) study<\/a>\u00a0has showed that aging economies can turn demographic challenges into opportunities.<\/p>\n<h2><strong>Collaborative Approaches Drive Success<\/strong><\/h2>\n<p>Indeed, for Thailand 4.0 goals to come to fruition, the government must first become a digital and data-driven government. In turn, key sectors such as national logistics and tourism will digitize and become data driven. These series of efforts will then cascade across the country \u2013 for Thailand to prosper.<\/p>\n<p>Fortunately, there\u2019s no need for government agencies to tackle data-driven transformations in isolation today. Increasingly, there are community-based approaches that includes co-innovation across federal, state and local governments, as well as with technology partners, nonprofits and other relevant businesses.<\/p>\n<p>Collaborative partners often have a wealth of experience to draw on which reduce risk and accelerate transformation.
